The Market Surveillance Administrator (MSA) is an independent enforcement agency that exists under the Alberta Utilities Commission Act (AUCA). The MSA has surveillance, investigative, and enforcement responsibilities with respect to the structure and performance of the electricity market and the conduct of market participants and the Alberta Electric System Operator (AESO).
